EDIT: A successful AGI system can be relatively easily copied at various scales, if ony by espionage over whoever maintains it. Thus the windfall clause is pointless as if AGI happens, it will be cloned by multiple groups, until it becomes a total commodity.

What happens if a government owns this AGI? Worse, what if this AGI becomes the government? (literally putting other countries into the dumpster)
They would have no incentive or even disincentive to sign a windfall clause or otherwise redistribute the gains.
Activism would be weak due to the benefits being accrued within the country - terrorism perhaps would happen, but said AGI would deal with it effectively.

Ultimately it would probably expand to take over the whole planet or most of it, until the competition employs the same system... And then there's potential for war.
